Need help advice with stretched ear lobe (closing it up)?

i had my ear lobe stretched to around 34mm 2 years ago, after having no plug in there for around a year and a half, its settled and wont go any smaller than 14mm. how without surgery can i make it a tiny bit smaller? i have heard many things such as gently cutting the inside if your lobe and waiting for it to heal... and using hemorrhoid cream on it? any one got advice for me? Thanks
